On\u00a0December 31, 2011, Dog-slaughterer Organization \u201cDebiuti\u201d ltd has expired a contract terms with Tbilisi City Hall about mass slaughtering of homeless animals. \u201cDebiuti\u201d ltd signed the first contract with City hall on June 26, 2007 and on what basis the organization was obliged to implement a veterinary supervision services for remaining homeless animals till December 31, 2009, in this period \u201cDebiuti\u201d ltd has received more than 720 000 EUR <\/strong>(1 600 000 GEL) from state treasury and more than 500 animals has been caught and slaughtered by violent methods. During this period, the leader of this organization was a famous dog-slaughterer, Nugzar Bolkvadze, which was a partner of this organization. It should be noted that no official announcement has been made by the City Hall about tender.<\/p>\n

On April 1, 2010 again concluded agreement on state procurement between the Tbilisi City Hall and \u201cDebiuti\u2019 ltd \u201cAbout humane capture isolation of wandering \u2013 homeless animals and veterinary supervision services in Tbilisi\u201d. On the basis of the agreement, 34 100 animals has been caught and destroyed and in this cruel act \u201cDebiuti\u201d ltd has received 504 500 EUR<\/strong> (1 120 000 GEL) from state budget manager of \u201cDebiuti\u201d ltd during this period was Beqa Geladze (one of the organization partner). This agreement remained in effect until December 31, 2011.<\/p>\n

On June 1, 2011 \u201cDebiuti\u201d ltd concluded agreement with the Rustavi City Hall according to declared tender about \u201cTransferring of wandering and homeless animals in shelter, euthanasia and procurement of clearance service\u201d, on the basis of which 550 dogs has been caught and slaughtered by violent methods for 8 850 EUR<\/strong> (19 640 GEL). This agreement remained in effect until December 31, 2011.<\/p>\n

Overall, the \"Debiuti\" ltd from June 26, 2007 till December 31, 2011 destroyed more than 85 000 dogs<\/strong> and cats in Tbilisi and Rustavi. Approximately 1 233 350 EUR<\/strong> ( 2 800 000 GEL) has been acquired from budget in this criminal actions. Quantitative indicator does not include the number of caught helpless puppies, and unlimited number of them has been destroyed. Above-mentioned causes serious doubt in illegal meat business.<\/p>\n

\"Debiuti\" ltd did not have neither an animal shelter, nor necessary veterinary technical base for program implementation. The shelter addresses are false in tender agreement.<\/p>\n

Improper, unacceptable programs and relations of municipalities and the \"Debiuti\" ltd caused mass destruction \u2013 slaughter of animals by cruel and barbaric methods that caused the anger of civilized society, destabilization of animal populations, uncontrollable diseases, unnatural migration and growth of the number of homeless animals and increased aggression, misuse of state funds, enrichment of certain individuals as a result of unfair and illegal actions, alienation and frustration of the animal-loving intellectual part.<\/p>\n

Ltd \u201cDebiuti\u2019s\" owners, managers and staff are recognized as great implementing creatures of cruelty toward animals by GSPSA.<\/p>\n
